Higgins is Trying to Allow Community-Owned Bills

It is currently in violation of league rules for a team to be shareholder-owned (the Packers were grandfathered in). However, Representative Brian Higgins has recently sent a letter to the Commissioner about the possibility of the Buffalo community being allowed to own the Bills. Many other NFL rules have changed, so this one might also go by the wayside, which would be great for us.
